On January 10, 2024, the e-commerce platform of Huadian Group released a notice titled "Announcement of Candidates for Bid Winning in the Pre stage Technology and Supporting Industrial Park Planning Services of Huadian Dandong Donggang 2 million kW Offshore Wind Power Project".

The announcement shows that the first winning candidate is China Electric Power Construction Group Zhongnan Survey and Design Institute Co., Ltd., with a bid price of 71.5 million yuan. Candidate for the second winning bid: Shandong Electric Power Engineering Consulting Institute Co., Ltd., bidding price: 77.1 million yuan.

The Huadian Dandong Donggang 2 million kilowatt offshore wind power project is located in Donggang City, Dandong City, Liaoning Province. The bidding scope includes the wind resource assessment of the Huadian Dandong Donggang 2 million kilowatt offshore wind power project, the research report on the new energy development plan of Huadian Liaoning Company, the pre feasibility study of the Huadian Dandong 2 million kilowatt offshore wind power project, hydrological observation and analysis, land and sea use pre review topics, project environmental impact assessment, project navigation topics, submarine cable routing survey desktop topics, access system topics (including primary, secondary, new energy consumption, reactive power compensation, and power quality evaluation topics), competitive configuration bidding documents for offshore wind power (if any), feasibility study reports and technical topics, geology. Preliminary survey and topographic mapping work, social stability analysis report, project approval application report technical services, and offshore wind power industry park planning. All work depth must meet relevant national and industry technical requirements, obtain review opinions or approval documents from the approval authority, and meet the approval/filing requirements of the Provincial Development and Reform Commission and investment decision-making requirements of Huadian Group.
